Five Adivasi Extremist Groups Embrace Peace in Historic Surrender in Assam


A Momentous Step Towards Peace and Reconciliation
Guwahati, Assam - October 8, 2023: In a momentous display of commitment to lasting peace and reconciliation, five Adivasi extremist groups, accompanied by three factional counterparts, formally laid down their arms in a historic ceremony at the International Auditorium, Srimanta Shankardev Kalakshetra, Guwahati. This monumental event bore witness to the surrender of 1,182 cadres, marking a transformative shift towards harmony and unity in the region.

The End of Decades of Conflict

The five Adivasi extremist organizations actively participating in this disarmament process include the Adivasi Cobra Military of Assam (ACMA), All Adivasi National Liberation Army (AANLA), and Bircha Commando Force (BCF), each represented by their respective factional groups. Additionally, the Adivasi Peoples' Army (APA) and the Santhal Tiger Force (STF) joined hands in this historic demonstration of peace.

A Historic Surrender of Arms

In a symbolic act of commitment to peace, a total of 304 sophisticated arms and 1,460 rounds of ammunition were relinquished by these groups. Among the surrendered weaponry were AK series rifles, .303 rifles, SLRs, Carbines, G3 Rifles, Insas Rifles, LMGs, pistols, semi-automatic rifles, grenades, IEDs, RDX, and TNT.

A Journey Towards Peace and Reconciliation

These Adivasi extremist organizations had initially surrendered to the government on January 24, 2012, marking a crucial turning point. Subsequently, they entered into an agreement for the Suspension of Operation (SoO) on October 4, 2016. Over the years, numerous rounds of diplomatic negotiations and discussions were held between these groups and the government. These painstaking efforts culminated in the signing of the historic Adivasi Accord on September 15, 2022, involving these groups and the Governments of India and Assam.

A Commitment to the Welfare and Development of Adivasis

As part of the Adivasi Accord's provisions, the Government of Assam established a 16-member Adivasi Welfare and Development Council on May 22, 2023. The council members took their oaths on July 6, 2023, in a ceremony graced by Chief Minister Himanta Biswa Sarma.

A Gesture of Hope: Financial Aid for Rehabilitation

During the ceremony, Chief Minister Himanta Biswa Sarma personally distributed fixed deposit certificates worth Rs. 4 lakhs each to the 1,182 individuals who had laid down their arms. This symbolic gesture represents the government's unwavering commitment to the welfare and rehabilitation of the former cadres, offering them an opportunity for a fresh start.

Meticulous Organization and Dignitaries' Presence

The surrender ceremony was meticulously organized by the Home Department of the Government of Assam in collaboration with the Special Branch of Assam Police. Dr. Ravi Kota, IAS, Additional Chief Secretary to the Government of Assam, Home & Political Department, extended a warm welcome to the dignitaries and attendees. Chief Minister Himanta Biswa Sarma, accompanied by senior government officials and members of the Adivasi Welfare and Development Council, graced the occasion as the Chief Guest.

This historic event signifies not only the end of years of conflict but also a new beginning for Assam—a promise of peace, progress, and prosperity. It is hoped that the reintegration of former cadres into society will play a pivotal role in the overall development and prosperity of Assam, setting the stage for a brighter future.
